In addition to getting a really high quality photograph of somebody throwing a butt out a window, I think it would be great if you had a collection of pictures showing the accumulated butts along the sides of roads. This would instantly communicate the net effect of people's actions. Shots with moving cars in the background would be the best (e.g., blurred cars).
