Something I've been meaning to do in my town is take a walk and collect/count/map the butts by location. Not sure whether my phone could map them with built-in location technology, so I'd probably just make a big paper map and make counts directly on it. Then report results to local paper to bring awareness to issue. I might distinguish the street versus sidewalk butt population.
